SESK, Social sErviceShelpdesK on EU Funds, is a two year project that firstly, aims to bridge the gap between social services in accessing and using EU funds but also aims to support Managing Authorities to use EU funds to finance quality interventions in the field of social services.

It is widely acknowledged that, nowadays, social services are facing significant difficulties, such as chronic underfunding, staff shortages and challenges in transitioning to community-based and person-centred forms of services.

The COVID-19 pandemic only heightened these problems, making it harder and more expensive to meet the increased needs in delivering social services. Receiving adequate funds and making sure that these are easily accessible and used to fund quality interventions in the field is critical to overcome these obstacles.

The EU-funded HELPDESK project will make sure to reach these objectives by creating building blocks for a Social Services Helpdesk. The proposed Helpdesk will have two main priorities:

1. to support social services in accessing and using EU funds (ESF+, ERDF and ReactEU in particular);

2. to help Managing Authorities use EU funds (ESF+, ERDF and ReactEU in particular) to finance quality interventions in the field of social services.

The project has 3 main objectives:

  • Raising awareness and understanding about ESF+, ERDF and React-EU and other relevant EUfunds,
  • Facilitating the use of and access to EU funds for social services and
  • Facilitating exchange and co-operation between Managing Authorities, social services and the European Commission.

The Helpdesk Project will implement four main activities:

  • Evidence Collection: around the use of ESF+, ERDF (and other funds) in social services, promising practices, needs and challenges
  • Knowledge Sharing: to build up capacity of Managing Authorities and Social Services across the EU, including relationship building between civil servants in these fields.
  • Toolkit: which will facilitate access to ESF+, ERDF (and other funds) for social services and will support both Managing Authorities and social services.
  • Guidance: to facilitate partnership between Managing Authorities and social services to help identify effective social services interventions. This will help to implement EU social policy, and assess how ESF+, ERDF (and other funds) can be used to fund such interventions.

Helpdesk facilitation workshop work integration : Access to EU social funds in the field of work integration

ENSIE will be organizing a series of 3 workshops, the first one taking place on the 26th of June 2023 from 10.00 – 13.00.

One of the challenges social services face is complex procedures to access, use and report on EU funds. Therefore, these workshops are aimed at simplification. The workshops will look into template for simplified project application and budget, standardised calls for proposals and simplified reporting procedures.

The 3 workshops will focus on the following topics:

Topic 1: Project Application Form and Call for Proposal

Topic 2: Project Budget (usage of SCOs)

Topic 3: Project Reporting

The workshops will be guided by the expert Jukka Lindberg (Vates, Finland)

Sectoral Workshop

On 26th of June 2023, the sectoral workshop on Work Integration in the framework of the HELPDESK project took place. Participants looked at concrete tools to make EU funds better accessible for Social Services

The first European Helpdesk on EU funds for Social Services is live!

ENSIE and the 15 partner organisations involved in the Helpdesk project are thrilled to announce the launch of the new Helpdesk website: With this new website, social service providers and managing authorities in all EU Member States can find tailored support and advice on how to access and use EU funds.
