ENSIE Policy Breakfast - The European Semester & the Recovery and Resilience Plans: are the social & circular economies well addressed?

On the 17th of September 2020, the European Commission (EC) launched the 2021 European Semester cycle, which was exceptionally reshaped due to the COVID-19 crisis, with the publication of the Annual Sustainable Growth Strategy (ASGS). Indeed, the ASGS, has introduced and set out strategic guidance for the implementation of the Recovery and Resilience Facility (RRF), the key recovery instrument at the heart of Next Generation EU which will help the EU emerge stronger and more resilient from the current crisis.

In this particular context, the European Semester and the Recovery and Resilience Facility are intrinsically linked. Member States were encouraged to submit their National Reform Programmes (NRP) and their Recovery and Resilience plans in a single integrated document. This main reference document provided an overview of the reforms and investments that the Member States plan to undertake in the coming years. These plans’ compliance with the EU rules and objectives together with the Country Specific recommendations have been assessed and monitored by the EC. Following this assessment, the money to implement the National Recovery & Resilience plans will be then allocated to the Member States.

In this framework, it is crucial for ENSIE that the social and the circular economies are included in these national Recovery and Resilience plans to ensure sufficient funding allocation for their development and support. This concern guided ENSIE’s priorities and actions with its members and other European partners such as RREUSE, Social Firms Europe – CEFEC and the “Comité européen de coordination” (CEC).

This webinar will highlight the work ENSIE and its EU partners are doing in the framework of the EU Semester process to ensure an inclusive and sustainable recovery. An analysis of the Member States’ Recovery and Resilience plans, with regards to the presence of the social and circular economy was done and will be also presented to participants. The European Commission’s representative will give us an overview of the NRRPs and their inclusiveness with regards to the social & circular economies. Finally, a representative from the EU Parliament will share with us their negotiation process on the Plans but also how to better use the EU Semester process to make the best use of the NRRPs for the social and circular economies development.

This webinar will also underline the work that has been done by civil society actors in influencing the drafting of RRPs and their challenges in collaborating with public authorities. A rich and interesting discussion will take place on these plans and on what could be done now to ensure that the social and circular economies benefit the most from them.

Présentation

Le 17 septembre 2020, la Commission européenne (CE) a lancé le cycle du Semestre européen 2021, qui a été exceptionnellement modifié en raison de la crise du COVID-19, avec la publication de la Stratégie annuelle pour une croissance durable (ASGS). En effet, l'ASGS a introduit et défini des orientations stratégiques pour la mise en œuvre de la Facilité pour la Reprise et la Résilience, l'instrument de relance clé au cœur de Next Generation EU qui aidera l'UE à sortir plus forte et plus résiliente de la crise actuelle.

Dans ce contexte particulier, le Semestre européen et la Facilité pour la reprise et la résilience sont intrinsèquement liés. Les États membres ont été encouragés à soumettre leurs programmes nationaux de réforme (PNR) et leurs Plans de reprise et de résilience (PRR) dans un document intégré unique. Ce document de référence principal a donné un aperçu des réformes et des investissements que les États membres envisagent d'entreprendre dans les années à venir. La conformité de ces plans avec les règles et objectifs de l'UE ainsi que les recommandations spécifiques par pays ont été évaluées et contrôlées par la CE. À la suite de cette évaluation, les fonds nécessaires à la mise en œuvre des Plans nationaux de relance et de résilience seront alloués aux États membres.

Dans ce cadre, il est crucial pour ENSIE que les économies sociales et circulaires soient incluses dans ces Plans nationaux de reprise et de résilience afin d'assurer une allocation de financement suffisante pour leur développement et leur accompagnement. Cette préoccupation a guidé les priorités et les actions d'ENSIE auprès de ses membres et d'autres partenaires européens tels que RREUSE, Social Firms Europe – CEFEC et le Comité européen de coordination (CEC).

Ce webinaire mettra en lumière le travail accompli par ENSIE et ses partenaires européens dans le cadre du processus du Semestre européen pour assurer une reprise inclusive et durable. Une analyse des plans de reprise et de résilience des États membres, en ce qui concerne la présence de l'économie sociale et circulaire, a été réalisée et sera également présentée aux participants. Le représentant de la Commission européenne nous donnera un aperçu des PRR nationaux et de leur inclusion en ce qui concerne les économies sociale et circulaire. Enfin, un représentant du Parlement européen partagera avec nous son processus de négociation sur les Plans mais aussi comment mieux utiliser le processus du Semestre européen pour tirer le meilleur parti des NRRP pour le développement des économies sociales et circulaires.

Ce webinaire soulignera également le travail accompli par les acteurs de la société civile pour influencer la rédaction des PRR et leurs défis en matière de collaboration avec les autorités publiques. Une discussion riche et intéressante aura lieu sur ces plans et sur ce qui pourrait être fait maintenant pour s'assurer que les économies sociale et circulaire en bénéficient le plus.
