On May 26th and 27th ENSIE participated to the European Social Economy Summit with different workshops. This event was also the high point of a series of online events “Road to Mannheim” that have been organized from September 2020 to April 2021. After those two intense days of exchanges with more than 3,000 persons active in the Social Economy from all over Europe, the Mannheim Declaration on Social Economy was adopted. This declaration is key in the preparation of the European Commission Social Economy Action Plan that will be published later this year.
The “Mannheim Declaration on Social Economy” aims to reinforce the social economy throughout Europe. It acknowledges the variety of social economy organisations in Europe, and underline that they all share common values and goals combining sustainable economic activities with positive social impact. After having read the ‘Mannheim Declaration’ ENSIE reiterates some key points that you can find in the network contribution in order to have an effective and useful Action Plan. ENSIE underlines the necessity to introduce a EU recommendation on the definition of social economy enterprises, and in particular, a specific definition for WISEs; to work for some legislative changes (General Block Exemption Regulation, SMEs definition); to mainstream WISEs in the European Semester and in the other important EU policies…
The future measures that will appear in the Social Economy Action Plan will necessitate a coordinated work and an active support from the European institutions, national, regional and local governments, together with the actors of the social economy and the civil society. A monitoring plan should also be included so to have a real and continuative support and development of the sector.

Vers le plan d’action pour l’économie sociale
Les 26 et 27 mai derniers, ENSIE a participé au Sommet européen de l’économie sociale en organisant plusieurs ateliers. Cet événement était le point culminant d’une série de webinaires en ligne « Sur la route pour Mannheim », qui ont été organisés de septembre 2020 à avril 2021. Au cours de ces deux journées intenses d’échanges avec plus de 3 000 personnes actives dans le domaine de l’économie sociale venant de toute l’Europe, la Déclaration de Mannheim sur l’économie sociale » a été adoptée. Cette déclaration est clé dans la préparation par la Commission européenne du plan d’action pour l’économie sociale plus tard cette année.
La “Déclaration de Mannheim sur l’économie sociale“ a pour objectif de renforcer l’économie sociale en Europe. Elle reconnait la variété des organisations de l’économie sociale en Europe et souligne qu’elles doivent partager des valeurs et des objectifs communs combinant durabilité des activités économiques et impact social positif. ENSIE souligne de nouveau quelques points clés que vous pouvez trouver dans la position adoptée par le réseau afin d’avoir un plan d’action utile et efficient. ENSIE recommande d’introduire une recommandation de la part de l’UE sur la définition d’entreprise de l’économie sociale et en particulier pour les ESI, de travailler à des modifications législatives (Règlement général d'exemption par catégorie, définition des PME), ainsi que d’intégrer les ESI dans le semestre européen et dans d’autres politiques importantes de l’UE.
Les futures mesures qui apparaîtront dans le plan d’action pour l’économie sociale nécessitent des efforts coordonnés et un soutien actif des institutions européennes, des gouvernements nationaux, régionaux et locaux, avec toutes les parties prenantes de l’économie sociale et de la société civile. Il sera également nécessaire d’inclure un suivi du plan pour s’assurer d’un soutien continu et du développement du secteur.
