Last week, on the 26th and 27th of May, ENSIE participated to the European Social Economy Summit (EUSES), a digital conference jointly organised by the European Commission and the City of Mannheim (DE). ENSIE participated to the moderation of one session, co-organised three sessions, and followed several very interesting ones.

On May, 26th, ENSIE’s Director, as vice-President of Social Economy Europe (SEE), Patrizia Bussi, had the honour to moderate the European Parliament’s Social Economy Intergroup and SEE session on “Mainstreaming Social Economy in EU policies”. During this session, many interesting and concrete proposals for the future European social economy action plan have been pointed out, such as the necessity of true commitments in legislative changes, the need to improve the public procurement Directive and the European statutes for Social Economy organisations (Foundation, Mutual, Association…) as well as their budgetary consequences. The need of an EU digital platform dedicated to the social economy, with links to EU funding opportunities, has also been underlined, as this would improve the visibility of the sector.

On the 27th, ENSIE organised a session on the "Importance of the social impact measurement for social entrepreneurship/Work Integration Social Enterprise (WISEs) which has been a huge success, with more than 65 participants! This session was the opportunity to listen to a diverse panel composed of national and EU networks (ConcertES & EVPA) as well as national WISE’s representatives from Spain (FAEDEI) and Austria (arbeit plus). The audience discovered different social impact measurement practices for WISEs but also innovative and inspiring methodologies as the one developed in the framework of the INTERREG project "VISES" which aimed to conceive and test a system appropriate to value the social impact of social entrepreneurship. This exchange allowed participants to better understand the dynamics behind the measurement of the social impact from the investors and beneficiaries’ sides. Finally, the session underlined that not only quantitative but also qualitative variables are crucial to better reflect the reality and the impact WISEs are creating on the daily basis. 

On the 27th, ENSIE coorganised a session on “Innovation and digitalisation in Europe’s work integration social enterprises (WISEs)” with, EASPD, EURICSE, Fundacion ONCE and AfB Group. This session aimed at providing an overview of digital and innovation practices within the WISEs sector across Europe. The session started with an explanation on what are WISEs in Europe and what innovation means within the sector, a general insight of the B-WISE project, the Blueprint for Sectoral Cooperation on Skills in WISEs project, has been provided by the coordinator of the project, Konstantina Leventi, Project Manager at EASPD. It was followed by several workshops that gave participants the opportunity to learn what WISEs or WISEs networks at national/regional levels are implementing to deal with the digital and green transitions on the ground and how this affect their work. Notably, Ateliere Fara Frontiere (Romania) and ŠENT (Slovenia) explained the improvements made in both digital and green areas in the last years as well as the methods used to convert challenges into opportunities for WISEs and disadvantaged workers. The COVID-19 crisis has affected the way of working and the financial sustainability of several WISEs, but thanks to cooperation among actors working within social economy as well as to the public support and the youngsters, innovation measures have allowed to renovate and help the sector. At the end, digital skills gaps, upskilling and reskilling issues have been discussed to display how the B-WISE project is key as it will develop a strategy to overcome them at European level.

The last session coorganised by ENSIE with AEIDL, REVES, Diesis, Caritas Europa, Social Economy Europe and Diakonie Deutschland focused on “Tapping the potential of the social economy to make socially responsible public procurement”. This session focused on the explanation of how supporting the development of socially responsible public procurement could be a real boost for the social enterprises and WISEs. The future social economy action plan should implement more awareness raising activities towards Member States and public authorities on the sustainable public procurement. Indeed, some goods instruments already exist but are not well exploit.

ENSIE also followed several sessions during EUSES which were very interesting for the network and WISEs in general. The team participated to the “Opportunities and challenges for Buy Social” session, which addressed the topic of private procurement. During this session, it has been underlined that European support policies are needed in order to promote the collaboration between for profit enterprises and social enterprises and WISEs. This could be done following the good examples that already exist.

ENSIE followed also the “ESF+: new boost for Social innovation “ session and was happy to learn that the new ESF+ will strongly support social innovation through the lines: 1) for new ideas and solutions with the EaSI strand ‘social experimentation project at EU level’ and ‘ESF+ for social innovation in the Member States’; 2) for projects scaling thanks to the ESF+ for transnational cooperation at EU-level and 3) for mainstreaming with the ‘ESF+ for social innovation in the Member States’. In order to implement this, the European Commission has created a Social Innovation database, a European competence centre for social innovation and many national competence centres for social innovation. Finally, ENSIE attended three interesting sessions focusing on WISEs and social enterprises regional cooperation, Western Balkans, and Eastern Partnership. The first session was entitled “Social Entrepreneurship in Western Balkans: Ways to open the fast track to sustainable development”. It focused on the possible ways to support social enterprises in the region, increasing regional cooperation and building partnership within the EU. During the panel discussion, the fundamental role of Social enterprises and WISEs in the integration of remote communities and disadvantage groups in the Western Balkans countries, which increased during the pandemic, has been highlighted. The panel was presenting networks from Serbia, North Macedonia, Bosnia Herzegovina, Albania, and Montenegro. Juliana Hoxha, Director of Partners Albania, involved with other members and partners in the development of ENSIE’s Action Plan on Western Balkans, reiterate the importance of the partnership and cooperation with European and regional WISEs and social enterprises networks.

On the 27th, ENSIE took part in the panel discussion on “Social Economy in the Eastern Partnership countries – policy challenges and cooperation opportunities”. The development of Social enterprises and WISEs is important in Eastern Partnership countries and should be supported, through the creation of transnational regional networks and awareness raising. ENSIE member Eco Razeni is engaged in the promotion and awareness raising about the role of social enterprises in the Republic of Moldova, country where we can ascertain the development of a concrete legal framework for WISEs and social enterprises. Last but not least on the 27th ENSIE took part also to the EUSES session on “How to strengthen regional cooperation through social entrepreneurship” .Also this meeting has been rich of interesting points of analysis, analysing among others the important cooperation between social enterprises in the inclusion of young people and for the training of new young social entrepreneurs.

The ENSIE team was very happy to participate to the various session of EUSES, it has been two enriching days! The event concluded with the Mannheim Declaration on Social Economy which will feed the preparations of the European action plan for the social economy, expected for next fall. ENSIE a participé au Sommet européen de l’économie sociale!

La semaine dernière, les 26 et 27 mai, ENSIE a participé au Sommet européen de l’économie sociale (EUSES), une conférence en ligne organisée conjointement par la Commission européenne et la ville de Mannheim (DE). ENSIE a modéré une session, coorganisé trois sessions et suivi de nombreuses séances très intéressantes.

Le 26 mai, la directrice d’ENSIE, Patrizia Bussi, en tant que vice-présidente de Social Economy Europe (SEE), a eu l’honneur de modérer la session organisée par l'intergroupe « économie sociale » du Parlement européen et SEE sur « L’intégration de l'économie sociale dans les politiques de l'UE ». Pendant cette session, de nombreuses propositions intéressantes et concrètes pour le plan d'action de l'économie sociale ont été signalées, comme la nécessité de véritables engagements dans les changements législatifs, le besoin d’améliorer la Directive européenne sur les marchés public et le statut européen des organisations de l’économie sociale (fondation, mutuelle, association,...) ainsi que de prendre en compte les conséquences budgétaires de ces modifications. Il a également été souligné le besoin de créer une plateforme numérique dédiée à l’économie sociale, avec des liens vers les opportunités de financement, ce qui permettrait d’améliorer la visibilité du secteur. 

Le 27 mai, ENSIE a organisé une session sur « L'importance de la mesure de l'impact social pour l'entrepreneuriat social et les entreprises sociales d’insertion (ESI) », qui a été un véritable succès, avec plus de 65 participants ! Cette session a été l'occasion d'écouter un panel divers composé de réseaux nationaux et européens (ConcertES & EVPA) et de représentants nationaux d’entreprises sociales d’insertion espagnoles (FAEDEI) et autrichiennes (arbeit plus). Le public a découvert différentes pratiques de mesure de l'impact social des ESI mais aussi des méthodologies innovantes et inspirantes comme celle développée dans le cadre du projet INTERREG «VISES» qui visait à concevoir et tester un système approprié pour valoriser l'impact social de l'entrepreneuriat social. Cet échange a permis aux participants de mieux comprendre la dynamique derrière la mesure de l'impact social du côté des investisseurs et des bénéficiaires. Enfin, la session a souligné que, non seulement, les variables quantitatives mais également qualitatives sont essentielles pour mieux refléter la réalité et l'impact que les ESI créent au quotidien.

Le 27 mai, ENSIE a également coorganisé une session sur « Innovation et digitalisation dans les entreprises sociales d’insertion européennes » avec  EASPD, EURICSE, Fundacion ONCE et AfB Group. Cette session visait à fournir une vision d’ensemble des pratiques numériques et d’innovation dans le secteur des ESI à travers l’Europe. La session a commencé par une explication de ce que sont les ESI en Europe et de ce que l’innovation représente pour le secteur. Elle s’est poursuivie par une présentation du projet B-WISE (« Blueprint for Sectoral Cooperation on Skills in WISEs », c’est-à-dire, « Stratégie européenne pour la coopération sectorielle des compétences dans les ESI »), par la coordinatrice du projet, Konstantina Leventi, chargée de projet à EASPD. Cette première session a été suivie par plusieurs ateliers qui permettaient aux participants d’en apprendre davantage sur ce que les ESI et les réseaux d’ESI au niveau national et régional mettent en œuvre pour faire face aux transitions vertes et digitales et la manière dont cela affecte leur travail. En particulier, Ateliere Fara Frontiere (Roumanie) et ŠENT (Roumanie) ont expliqué les améliorations qu’ils ont dû faire ces dernières années ainsi que les méthodes utilisées pour transformer les obstacles en opportunités pour les ESI et pour les travailleurs défavorisés. La crise du COVID-19 a affecté la manière de travailler et la durabilité financière de nombreuses ESI, mais grâce à la coopération entre acteurs travaillant dans l’économie sociale ainsi que grâce au soutien du public et aux jeunes, des mesures d’innovation ont permis de renouveler et d’aider le secteur. A la fin de la session a été discutée la problématique du déficit des compétences numériques, la nécessité d’améliorer les compétences et les possibilités de requalification, ce qui a permis de mettre en avant l’importance du projet B-WISE qui vise à développer une stratégie au niveau européen pour répondre à ces besoins.

La dernière session coorganisée par ENSIE avec AEIDL, REVES, Diesis, Caritas Europa, Social Economy Europe et Diakonie Deutschland  était consacrée à « Exploiter le potentiel de l'économie sociale pour réaliser des marchés publics socialement responsables ». Pendant cette session, il a été démontré que le développement de marchés publics responsables serait un véritable tremplin pour les entreprises de l’économie sociale et les ESI. Le futur plan d'action pour l'économie sociale devra proposer davantage d'activités de sensibilisation des États membres et des pouvoirs publics sur les marchés publics durables : certains instruments intéressants existent déjà mais ils ne sont pas bien exploités.

ENSIE a également suivi plusieurs autres sessions intéressantes pour le réseau et les ESI en général. L’équipe a ainsi participé à une session sur « Opportunités et difficultés de l’achat social » qui abordait la question des marchés publics privés. Pendant cette session, l’importance du soutien des politiques européennes afin de promouvoir la collaboration entre les entreprises à but lucratif, les entreprises sociales et les ESI a été souligné. Cela pourrait se faire en suivant les bons exemples qui existent déjà.

ENSIE a suivi également une session sur le « FSE + : un nouvel élan pour l’innovation sociale » au cours de laquelle nous étions heureux d’apprendre que le nouveau FSE+ soutiendra fortement l'innovation sociale au travers des lignes suivantes : 1) de nouvelles idées et solutions avec le volet EaSI « projet d'expérimentation sociale au niveau de l'UE » et « le FSE+ pour l'innovation sociale dans les États membres » ; 2) de projets de mise à l'échelle grâce au FSE+ pour la coopération transnationale au niveau de l'UE et 3) l’intégration avec le «FSE+ pour l'innovation sociale dans les États membres». Afin de faciliter la mise en œuvre de ces nouvelles mesures, la Commission européenne a créé une base de données sur l'innovation sociale, un centre de compétence européen pour l'innovation sociale et de nombreux centres de compétence nationaux pour l'innovation sociale.

Enfin, ENSIE a participé à trois sessions intéressantes qui se concentraient sur la coopération régionale pour l’économie sociale et les ESI, les Balkans occidentaux et le Partenariat oriental. La première session était intitulée « L’entrepreneuriat social dans les Balkans occidentaux : les moyens d'ouvrir la voie rapide vers le développement durable ». La discussion a porté sur les possibilités de soutenir les entreprises sociales dans la région, d'accroître la coopération régionale et de construire un partenariat au sein de l'UE. Au cours du débat, le rôle fondamental des entreprises sociales et des ESI dans l'intégration des communautés isolées et des groupes défavorisés dans les pays des Balkans occidentaux, qui a augmenté pendant la pandémie, a été souligné. Le panel représentait des réseaux de Serbie, de Macédoine du Nord, de Bosnie-Herzégovine, d'Albanie et du Monténégro. Juliana Hoxha, directrice de Partners Albania, impliquée avec d'autres membres et partenaires dans le développement du plan d'action d'ENSIE pour les Balkans occidentaux, a réitéré l'importance du partenariat et de la coopération avec les ESI européennes et régionales et les réseaux d'entreprises sociales. Le même jour, ENSIE a participé à une table ronde sur l’« Economie sociale dans les pays du Partenariat oriental- défis politiques et opportunités de coopération ».  Le développement des entreprises sociales et des ESI est important dans les pays du Partenariat oriental et devrait être soutenu, par la création de réseaux régionaux transnationaux et la sensibilisation. Eco Razeni, membre d'ENSIE, est également engagé dans la promotion et la sensibilisation au rôle important des entreprises sociales en République de Moldavie, pays où nous pouvons constater le développement d'un cadre juridique concret pour les ESI et les entreprises sociales. Enfin, ENSIE a participé à une session sur « Comment renforcer la coopération régionale au travers de l’entrepreneuriat social ». Cette session a également été riche d'analyses intéressantes, notamment sur la coopération entre entreprises sociales pour l’insertion des jeunes et pour la formation de nouveaux jeunes entrepreneurs sociaux.

L’équipe d’ENSIE a été très heureuse de participer à ces différentes sessions du Sommet ! L’évènement a été conclu par la Déclaration de Mannheim sur l’économie sociale qui nourrira les préparatifs du plan d’action pour l’économie sociale, attendu l’automne prochain.
